According to the requirements of the State Asset Management Agency Law of the Republic of Uzbekistan “on the management of state property”, the decree of the president of the Republic of Uzbekistan PQ-101 of March 24, 2023 and the regulation on the procedure for conducting competitions and qualifying candidates for leadership positions of the executive body of the society
LLC "öztemiryolqurilimontaj" publishes a competition for the selection of candidates for the position of head of the executive body.
Position description (instruction):
- Is the executor of the leadership of the current activities of the society;
- acts on behalf of society without a power of attorney, including representing the interests of society and concluding agreements;
- Signs financial and other documents of society;
- opens accounts and other accounts in banks, manages the property and financial resources of the society within its competence;
- prepares annual report, annual balance sheet and proposals for the distribution of net profit between participants and submits to the general meeting of participants, keeps the indicated authorities informed about the daily financial and economic activities, organizes the implementation of the decisions of the general meeting;
- Heads the executive staff of the Society, confirms the schedule of the Society states, organizes accounting and ensures the structure of accounting and statistical reports on the activities of the society and their timely submission to the tax authorities, social funds and state statistics bodies;
- Issues credentials to represent the community on behalf of the community, including with the power of attorney to other individuals;
- Issues orders (ordinances) that are binding on community employees, including orders to appoint community employees to positions, transfer them to another position, or dismiss them, and provides incentives and administrative punitive measures;
- The society appoints and dismisses the heads, chief engineers, deputy leaders and Chief Accountants of the economic entity in its structure;
- Establishes the organizational system of economic entities of society in its structure, approves labor procedures and other internal local documents
- Exercises other powers as the head of the society in accordance with the charter and current legislation.

Qualification requirements for candidates:
The following people are ineligible:
persons without higher education;
persons who do not have at least 2 years of work experience in a leadership position;
since the requirements and conditions of the license are violated by the fault of these persons, such persons are acting as a sole executive body at the time of cancellation of the license to carry out the specified activities, or are considered constituent entities of a collegial executive body, and less than three years have passed since the cancellation of such a license;
if the state of conviction is not completed due to the commission of a crime in the field of economics or against the management procedure, and is also included in the open electronic register of persons found guilty of committing crimes related to corruption;
a person who is deprived of the right to work in a certain position or engage in certain activities according to the court verdict;
such a person was acting as a single executive body of a legal entity at the time of his bankruptcy, or was part of a collegial executive body, and it was not two years before the moment of his bankruptcy.
General requirements for candidates:
obtaining higher education in the specialty;
in leadership positions, including leadership in this area, positions equated to Chairman/Director of Management, Chairman/Deputy Director or leadership position (chief engineer, chief mechanic, chief economist, head of department/sex and other positions, have at least 2 years of seniority;
persons with at least 5 years of experience in this field;
availability of successful experience in managing large enterprises;
having impeccable reputation and positive achievements in a business and/or professional environment;
experience in developing and promoting business strategy/sustainable development/investment projects policies in businesses / s that he has operated or managed;
experience in developing and implementing in-depth changes, modern corporate system and culture in the businesses / s that it operates or manages;
Documents to be submitted:
A self-written application in which it was expressed consent to participate in the competition, confirmation of the validity of the submitted documents and consent to the conclusion of a recruitment agreement in case of winning the competition;
Reference-objective (fixed form;
Copy of the work book;
Bachelor's diploma and/or Master's diploma (if applicable)of Higher Education Institution of the Republic of Uzbekistan or higher education abroad;
Scientific title (candidate of science, Doctor of philosophy in science, Doctor of Science) and scientific degree (associate professor, senior researcher, professor) confirming document (if available);
Diploma of additional higher education (second, third) khaki (if available);
The document on appointment to the post according to the relevant decisions of the president or Cabinet of Ministers of the Republic of Uzbekistan (with the indication of work experience);
Further assessment is made when positive recommendations are submitted by the document confirming the experience of work in administrative and managerial positions in the state organization (if any) and by the relevant ministries and departments, as well as by the authorities of the judiciary;
A document confirming the presence in foreign countries of work experience in leadership positions (director, deputy director, manager, supervisor) or practical experience in solving issues in foreign jurisdiction (if any). In the case of positive recommendations, an additional assessment is made;
Leadership experience in the field in which the competition is announced (positions equivalent to Chairman/Director of the board, chairman/deputy director or leadership position (chief engineer, chief mechanic, chief economist, head of department/sex, etc.)) document (if applicable;
A document on the experience of working in leadership positions of economic societies (chairman of the board/director, chairman of the Board/Deputy Director, Chief Accountant, head of the legal service of the organization, head of the representative office or branch) (if available);
Document on work experience as a member of the Supervisory Board of economic societies (if any);
Certificate of knowledge of foreign languages (if available);
Corporate manager qualification certificate with validity period (if any);
Documents with a validity period confirming compliance with the qualification requirements of a securities market specialist, auditor, insurer, appraiser, Court manager (if any);
International certifications (CFA, CPA, ACCA, ACA, CIMA, IMC, FRM) (available;
Computer proficiency-MS Office, MS Excel-reliable use(if there is a certificate);
The deadline for submitting competition documents is 15 days from the date of publication.
