A program to ensure a safe and respectful work environment in the labor sector will be introduced.

The Presidential Decree “On Measures to Ensure a Safe and Respectful Work Environment in the Labor Sector” (No. PQ-345, 21.09.2026) was adopted.

According to the resolution, in state bodies and organizations, legal entities in whose authorized capital the state share is 50 percent or more, and in whose authorized capital the share of these legal entities is 50 percent or more, as well as in other enterprises, organizations and institutions, regardless of the form of ownership:

The program for ensuring a safe and respectful work environment in the labor sector (Program) will be implemented in stages.

By December 1, 2026, the information portal “Safe and Respectful Work Environment” (Portal) will be launched in the information systems of the Agency for Management Efficiency (Agency) with the following capabilities for state bodies and organizations:

▪️Receiving online complaints about harassment and violence using information and communication tools;

▪️Automatically send appeals to higher authorities of state bodies and organizations regarding cases of harassment and violence committed by employees responsible for maintaining the Portal (responsible employees), their immediate superiors, or officials of state bodies and organizations;

▪️Investigate complaints about cases of harassment and violence, collect evidence, prepare conclusions, exchange information and conduct dialogues through the Portal;

▪️Store information on the conduct of investigations into cases of harassment and violence, their results, measures taken and processes related to their modification on the Portal and prevent their destruction;

▪️In cases of harassment and violence, in cases where there are signs of an administrative offense or crime, sending appeals to the authorized body through the "112" unified dispatch service in accordance with the procedure established by law, etc.

The Agency is authorized to submit mandatory submissions to eliminate violations identified as a result of monitoring through the Portal in order to ensure clear and uniform implementation of the rules established within the framework of the Program in state bodies and organizations.
